Drain on houses side has mud about an inch below road level despite gully cleaning.

I’ve been reporting 2 drains for 3 years. Street supposed to have been gully cleaned recently but no evidence - mud can still be seen about 2” below road level and drains still flood but one on houses side doesn’t take much rain to flood.
