Bridge littered and filthy for pedestrians

This pedestrian bridge is always littered, worse recently with throw away containers and packaging and debris. It is offensive and disgusting to pedestrians (and the fly tipping noted under the bridge on railway siding). Perhaps the council is not responsible for maintenance - the railway? Private owner? Can you help please?
