Road has been dug up leaving huge craters

This roundabout just North of Henleaze looks to have been dug up by a JCB and left unfilled. Offroad 4x4s are struggling to cross this terrain it is so damaged. It has been like this 24+ months, has someone dug it up and just not tarmacked it again? It's extremely dangerous, with cars swerving to avoid while on the roundabout. These are beyond potholes, the craters here are more akin to that on the surface on the moon. How has this been left like this for such a long time? Are the council happy to leave such a dangerous road in place without any attempt to make good? Baffling.
