Water runs across footway and freezes

During the recent cold weather this stretch of footway was very dangerous. Water runs from the land to the side,, from two locations, and across the footway. When it freezes it is like a skating rink. Due to the camber and hill it is easy to fall and slide into the busy road. People have to walk in the road. I have reported this before and it as dismissed as a 'water company problem'. To me it looks more like a natural spring. It has been like this for many years. Even if a water company problem the council needs to get it fixed and send the bill to the water company as clearly nothing is happening. It also looks like there is some drainage channels under the footway which are blocked.
