Clock always showing wrong time

Sent to Torbay Borough Council less than a minute later. FixMyStreet ref: 5460754.

Clock by Costa Coffee Abbey Sands over the road, walk way, is always showing the wrong time? Why? Is it maintained? Is it broken?

I have been told, there is no access to the windings for the clock therefore it cannot be maintained, nor set to the correct time.
