Locked gate and house owner actively discouraging right of way

Sent to Gloucestershire County Council less than a minute later. FixMyStreet ref: 5460119.
As we were walking the right of way the owner came out of her house and said we were in her garden, and that the footpath went round the perimeter of her garden - I pointed out to her that both were a right of way. When we got to the other end of the path we found a padlock had been fitted to the gate and there was no stile.
