Unknown Drainage - Resultant Flooding Across Road

Sent to Bath and North East Somerset Council less than a minute later. FixMyStreet ref: 5459337.
Can you confirm whether there is, or should be, a drain or culvert at this point to take water across the road into the Cam Brook? I've tried some DIY clearance and think I can feel something concrete below the water but can't be sure. Whatever is there is well hidden under the deep vegetation. It's also blocked (you can hear it running when it isn't blocked) and as a result there's significant run-off and pooling caused by the spring/stream shown close on the map. In cold snaps like this one, it all turns into the 50m, thick black ice rink pictured, hazardous for vehicle traffic, ankle-snappingly dangerous for pedestrians and potentially lethal to cyclists approaching from the east over the blind summit.

There doesn't appear to have been any work carried out to clear the drainage - of whatever form it is - on the northern edge of the lane. There is some flow under the lane into whatever drainage exists, and it can be found flowing out in the hedge opposite. But there is still pending out into the lane

The pooling has gone from the carriageway, and whatever installed or geological drainage that is there is taking some water under the road and emerging in the hedge opposite. However it is (still) impossible to tell whether it's a very old sunken drain or just some sort of small sink hole.
