Active parking zone causing traffic tailbacks

The parking area on Catherine Mead St (Ringo 22740) was closed and coned off because of building works near East St and Asda. The parking area seems to have reopened during the Xmas break. Is this intentional?
As a consequence, traffic waiting at the lights is blocking traffic passing down Catherine Mead St, and hardly any traffic gets through the lights.
Traffic is backing up down Dean Lane, to the roundabout on North st. North St is backed up, and Cannon St too.

The now open parking bays are causing long tail backs of traffic as drivers can't use both sides of Catherine Mead St opposite Northfield House at the same time. Lots of stand offs as drivers won't give way, please close the parking bays again to reduce the traffic and tempers!

Attached is a rough diagram of the problem. The parking bay is marked with a Purple line. The traffic lights are hidden around a very sharp bend. Drivers coming from the North st end cannot tell if the lights are green or red, and cannot predict if they will end up causing a blockage or successfully passing the parked cars.
Drivers queuing from the Coronation Rd direction join a queue of no more than 4 or 5 cars max.
Drivers queuing from the North St end have already queued down West St, then Canon St - then at the roundabout on North st, where the exit is blocked by traffic queuing to get through the lights at the building site. So the roundabout on North st has become another problem. Drivers are queuing from two directions, all aiming to use the same exit on to Dean Lane - but the exit is blocked.
There is no alternative route for users of the A38. Malago road is currently closed for users travelling in to the centre because of building works. East St is only for buses. Which leaves tiny Dean lane and tiny Catherine's Mead St.
Reclosing the purple section on the map would solve a lot of grief and unnecessary vehicle emissions and traffic delays.
The 7 or 8 cars parked in the bay block an entire lane of traffic, and when cars come in the opposite direction nobody can move and aggressive encounters break out.
This should not be a difficult problem to fix. I will ask the building developer to review this issue, too. They should be made aware of the unnecessary difficulties they are causing on this main route in to Bristol centre.

Photo taken at 9.35am - no longer rush hour, but still a problem. Cars queuing all the way down aforementioned roads... Cars queue and block the roundabout on North st.
When I eventually cleared the lights, just 2 Cars were queuing at the lights coming from opposite direction.
Reported this to the developer. They say they will be changing the position of the lights in April.
Possible solutions: 1. Change the timings on the lights. 2. Move the lights around the sharp bend so that queuing drivers can actually see them. 3. Close the parking bay on Catherine Mead St.
Timeline: 1. First reported 19.1.24 (5 weeks ago, circa 50x work days) 2. Developer plans to change the lights approximately 5 weeks from today. Circa 50x work days. 3. Potential number of work days where traffic is unnecessarily queueing and causing blockages to junctions. 100.
