Dip in road causing drainage issues

This issue is right at the end of my driveway. This has been going on for a few year now and is seeming to get worse each year. In the summer the water collects and becomes stagnant and smelly. People come and drain the water away and as soon as it rains again it’s back to exactly the same as before. In the winter the puddle is very large and freezes over not only making it dangerous for me to get on and off my drive but also creating black ice across the pavement. Also making it dangerous for pedestrians.
