Sent to Cardiff Council less than a minute later. FixMyStreet ref: 5455654.

A black bin bag near central bars is now ope showing a duvet sticking out if this wraps around a motor bike wheel he will come off. Not sure why I’m reporting this again as wasting my time and energy. Been over 3 months there!

Still got bins ,bags corner of lynterrace and ball Rd,lots of rubbish,gas sniff cannisters,woman's hygiene products and lots more really bad the area is
