Dangerous water run off causing ice

From this point going downhill it is sheet ice because of the water overflowing from a drain or something. This happens all year long, but with the freezing conditions it’s lethal sheet ice from this point all down the hill. Soon there will be a serious/ fatal accident. The path should be closed off in these conditions . It’s not lit up, signed or gritted, it needs sorting.

I note that the Headington Hill cycle lane in the vicinity of Cheney Lane currently now has appropriate signage/lane closures - will it be confirmed that investigation /remedial works will be undertaken in the near future? For reference, I assisted with the injured cyclists who fell at this location on the morning of 16.1.24 prior to the ambulances arriving/comforted the bus driver whose vehicle narrowly missed one of the cyclists after she fell on the ice along the cycle lane. (Ian Marshall OCC TDM Principle Engineer - was a passing pedestrian at the time)
