No parking restrictions in Hamilton Way turning circle

There are no restrictions at the end of Hamilton Way to prevent vehicles from being parked in an area which is specifically designated for turning around to leave this access only road. Cars are able to be parked anywhere in the turning circle area which blocks access to the private car parking spaces, prevents other motorists from being able to turn around to leave the road and would prevent access from emergency service vehicles that may need to attend houses 1-14 Hamilton Way (N13 5LS). This issue has been present since the creation on this road in the mid eighties, and the addition of a double yellow line down one side of the road only a few years ago has not provided a solution. This area becomes particularly dangerous during school opening and closing hours as parents rush to drop off and collect children in cars when they are unable to stop nearer the school due to parking restrictions on Hazelwood Lane. On the image provided, yellow = existing lines, red = proposed lines, blue = where cars are currently left on a daily basis that impede access.
