Car obstructing pavement

I reported this car eight days ago when I got thoroughly stuck on my mobility scooter, unable to go forwards or backwards or to turn around. It is parked up the pavement and near a lamppost, leaving insufficient room for a scooter or wheelchair to get through. Last night, a friend was bringing me home at around 8.30pm and I noticed it parked in the same spot. I went with my camera this morning and it is still there causing an obstruction. I regularly use the Post Office on the next block but am unable to get past in order to get there. It is a black Vauxhall Astra with a broken wing mirror on the passenger side. I am not certain whether it has been abandoned or there for the full duration of the past eight days but I have seen it three times in the exact same spot during this period.
