Locked gate stopping access

Sent to Rhondda Cynon Taf Council less than a minute later. FixMyStreet ref: 5427430.

This has been locked illegally and is stopping through access for users on horses & vehicles. The council have confirmed there is not a TRO on this through route. Can this be opened again for public access at the soonest please.
