Noisy drain

There is a loose drain cover outside my house and every time a car drives over it it bangs. We have a young baby and it disturbs her sleep a lot. We can hear it through the window and through our baby monitor. We have lived here for nearly 2 years and we noticed the issue immediately after we moved in. It's getting worse now. We have reported it several times directly to the council but nothing has been done as yet. The drain is directly outside our drive next to the school entrance where the speed bump ends. We are at the end of our tether with it. It's so noisy.
