Blocked street drain

In the photo the drainage has gone down to a smaller level somewhat but over the past few days of rain (and whenever else it rains heavily) the water patch becomes extremely wide and causing access problems to my entrance as well as splashing dirty water across my fence due to the constant vehicle traffic in this location.
