Path damaged and flooding

The path into the park is consistently flooding and filling up with slippery mud and leaves. This is causing people to walk around the obstruction, damaging the grass and making the problem worse - turning it into a muddy mire.
This is because the path dips down and collects water, turning it into a pond. The area needs to be built up so the water runs off, and the path resurfaced.
