Detritus cleaning issue in my street

Street Cleansing in the High Street Angmering is nonexistent, I have never seen a mechanical sweeper in the High Street in over five years. Can a manual sweep be completed for the entire length of the High Street to clear all the detritus that has built up over the years? I recently sustained a puncture parking my car, the curb had detritus material built up which was the cause of the damage to my tyre.
