Drain blocked and huge puddle forms in road

There are two drains near each other. This drain is the one nearer the junction with the A32. It's completely bunged up. There is also a concrete cover on the pavement right beside it with water absolutely pouring up from it, and this happens almost all year long. The puddle is big, makes cyclists swerve, pedestrians get showered and it's a real problem.

There are two drains, which look as tho they're the same age with the same ironwork, adjacent to each other on the same side of the street here. The reported drain is still blocked.
