The result of shamelful neglect by the highway authority! The public path is obstructed by the wall and paving shown in the photo, which has clearly been constructed with flagrant disregard of the public path. NORFOLK COUNTY COUNCIL - YOU ARE TO BLAME! Your deliberate, prolonged failure to assert and protect the public's rights to the use and enjoyment of the path has clearly led to the occupiers of the land as seeing it as OK to do this.
