Norfolk County Council are breaking the law! This was reported in August 2018: https://www.fixmystreet.com/ report/ 1396490 The council admitted, on 29.11.2018 that the gate is not authorised. IT IS STILL IN SITU - see photo. S130 Highways Act 1980 is a statutory duty, not a discretionary power - Norfolk County Council are wilfully breaking the law - apparently conspiring with the occupiers of the land to discourage public use of the path.
