Road is sinking and a large crack has appeared down the centre of the road

The drain is not working and the road floods regularly. Now the road has started to sink, I know because I am struggling to get my car off the driveway and have already damaged the front bumper. A large crack has started to appear in the past few months along the middle of the road.
