Is this a joke? (Neatishead FP 1)

A wooden signpost has been placed, as indicated in the photo and on the map in the first image. Is it NOWHERE NEAR the point where Neatishead FP 1 leaves the metalled School Road. The signpost cannot even be seen, at all, by anyone approaching the point from along the School Road to the east (see second image), and is hardly noticable if you're approaching from along School Road to the west (you'd already need to know that the sign existed, in the first place. See third image). This is extremely shoddy practice, Norfolk County Council, and is completely unacceptable! The relevant legislation (Countryside Act 1968 s.27(2)) is very clear, in this respect: the signpost is to be erected at the "POINT WHERE" the path leaves the metalled road.
