Complete degradation of road surface damaging cars

The surface of this road (whose responsibility sits with the Council) is completely woeful. you can see from the pictures that the road surface is not only uneven, but has literally degraded by about 4 inches to the side of the road. this leaves the majority of cars to hit the bottom of their cars on it. I have had to replace my exhaust at considerable expense due to this road surface.
I believe this issue has been going on for some time and the problem has been getting worse due to the road surface no longer being "metallic" and merely mud, broken stone etc.
You can see by the pictures that the manhole covers now protrude a number of inches above the road surface and the line of the original road surface is more than a hands breath lower than it should be, which creates a trip hazard and creates further problems for anyone not driving a 4x4. I think this more than meets the criteria for category 1 road issue.
