The back court of 23 Ruthven Street G12 is an environmental hazard and has been last couple years. The factors (Speirs Gumley) have been made aware repeatedly but refuse to do anything. Flats rented in building via Cairn. This overflowing constant mess goes into adjacent gardens and lane and there are plenty rats here. Can the council enforce an environmental sanction on them? Thanks
