Unlawful parking in a private bay used for locals to turn around safely on our close.

The issue is mindless parking wanting to go to the local pub/party is not acceptable. I was unable to turn my van around late last night, due to people parking wherever they feel and not understanding how the road works. We all use the dip to turn around. It was blocked by this car.
