Drains blocked constantly flooding and can be so deep cars soaking kods

The drains on this street are completely blocked. I have tried emptying them myself with brown bins but now brown bins aren't taken if drain sludge is in them.
There is a primary school seconds away and the kids and parents get soaked when the it's flooded. When it freezes the flood turns to ice and I've seen 2 different people slip and fall. I cycle on this road and the ice has made me fall of my bike twice when flood freezes.
