Missuse of taxi rank on football home matches

The constent abuse of this taxi rank on match days liverpool or Everton games, this has been an ongoing issue for years where residents cannot park outside their homes. The drivers of taxis have been observed leaving there cab and then returning after the game has finished. The problem is with both taxi ranks at the top of sleepers hill on either side of the road.
