Hazardous plastic left to trip on. Unable to operate crossing

Plastic bollard has been left causing a very real hazard. Someone will fall or get stuck in this, right at a busy pedestrian crossing.It is absolutely useless as a safety measure when it causes more of an issue than if it hadn’t been used in the first place. Abandoned road signposts are an issue all over the town.
