Water coming out of a manhole in the road!

In the road almost outside Michaelmas cottage there is a square manhole in the road. Every time it’s frosty it gets veryicy and you put out ice warning triangles. Water runs down the east side of the road, and nearby some of that water goes under the road as a little stream.
