Flytipping a double mattress up against a fence keeps falling into road circuit lane/ on corner of Hatford road southcote RG30 3hs need to be removed as soon as possible

Reported twice council turned up second time did nothing it's the street light outside 117 Hatford road southcote reading RG30 3hs not bright enough bulb is going in it.
