Seriously flooded footway

The footway was totally flooded this morning after less than 10mm of rain overnight. The location is the dropped section outside the Coop funeral home, as seen here:

The flood extended from the wall of the building, across the Keep Clear markings, and onto the roadway.
Children and parents walking to Oswald Road and St John's schools were forced to walk in the middle of the road to pass this obstacle. For this reason it is not acceptable to apply the usual standard that I understand the counncils uses: "does it drain within 48 hours?", the drains here must be cleared to drain immediately except in the case of exceptional rainfall.

See attached photo. At it's deepest it's about 6 inches deep, any deeper and it runs off towards Manchester Road.
