Rotting leaves and mess

Can we get the rotting leaves cleared up so the grass has 1/2 and chance of growing?
Maybe reinstate the fallen down fence so it isn’t a trodden muddy mess covered in dog poo?
Also the litter?

Rotting leaves are good for the growth of the grass as they add much needed nutrients. The litter needs cleaning, however.

True, but only if attended to properly. I.e. mown into the lawn with a mulching mower. As a homogenous wet surface over the remains of the grass trampled underfoot by people taking a shortcut across that area, they will prevent light getting to the grass. Sort of essential in photosynthesis wouldn’t you say?
