Flooding under railbridge

Under the small railbridge is a footpath. This is constantly flooding 4". Those working in the area are filling this underpass with large bits of wood so they can walk without getting wet.

Problem is. It's pitch black and I fell crashed into this wood with my bike and bent the wheel. Even with bike lights it's so dangerous. Someone will end up breaking bones or worse. I would guess the drainage is not working. Please look into.
