3 years and counting, revolting status at the back of the mews, causing rats in the area. Health and safety hazard neglected by council.

This is again a report of the regular disgusting situation at the back of the mews at the top of Park Avenue. Rubbish is spread everywhere. This has been happening at least fro the past 3 years and it's a regular status, not a one off. We have rats in the street and it's a shame the problem keeps being ignored by the council. See pictures. Please advise residents if we need to report through different channels or the best way to escalate.
