Pedestrian crossing turning red too quickly

Pedestrian crossing outside homebase. Noticed last 2 weeks, on bicycle and in car, morning and in evening, the lights appear to be turning to red to stop the traffic on the main road, when there are no pedestrians or cars in homebase (in morning at 0730 when it is shut). Basically, stopping traffic for no reason. In evening its causing queues. Thought it might be coincidence, but have been looking out for it and appears broken ( today I got stopped, 3 cars allowed through and could see it go back to red for no reason). I have noticed the red light on the pedestrian button board seems permanently on (activated).
