Illegal driveway

I was out walking my dog when I was almost hit by the user of an illegal driveway situated to the side of 2B Britannia Way Gosport PO124DZ. The drive is being used with no dropped curb, crossing a public footpath, and crossing double yellow road markings. The driver didn't even see me while reversing off of the drive. I have noticed that the drive in question has been used daily for the past month or so, and I believe this will put myself and other pedestrians in danger. The driveway is next to a fairly busy roundabout; there may be additional issues for other road users as well.

I feel a cease-and-desist should be issued.
