Obstructing road use

Sent to Oxford City Council 4 minutes later. FixMyStreet ref: 527739.

House number 63 have left their 3 recycle bins on the side of the road for past few days with no intention of taking them into their front or back garden. The bins are causing obstruction for parking road users in the near by houses. I moved the bins to a more suitable side outside their gate but they seemed to have moved it back on the road and still causing obstruction.
