Failing shared soakaway

My house 23 Oxlease shares a soakaway with 4 properties in my terrace. There is one gutter downpipe for all four properties. We called out Dyno-rod , but they diagnosed that the standing water and failed drainage may be caused by an expired shared soakaway. I have reported to Thames water, but they claim this is a local council responsibility. I am confused, please help as the water from my neighbours is damaging my property. I am not looking to blame anyone, just help having the shared soakaway resolved. Thank you
