Dumped rubbish by rouge landlord

The landlord at 41 hickling road has recently had works done to his flats. After dumping yet another bunch of students out he decided that dumping sand and concrete outside the pavement is a good idea. The concrete and sand are outside on the pavement next to the tree. This landlord has done this previously but the good street cleaners have picked it up before he was reported. He must be warned of his contractors and his preference on after clean up.
