Neighbour is leaving rubbish in door step

We live in a close and our neighbour constantly leaves rubbish including food .animal waste and sanitary towels that we have to walk through the men sometime clear it if there is not much they never use orange bags i have reported this several times the back garden is full of old household waste and furniture and possible remains of some kittens .. the household have 3 cars at their disposal and they have takeaway food in the cars and tip the rubbish in the street

    It has got worse and i have just sent another message most of this has built up and a few extra bags due to christmas we have to walk past this every day
