Railing surrounding a, now clogged, drainage grill dislodged

I reported this issue back on 28 July and, for some unspecified reason, the enquiry was closed on 4 October without any action having been taken. It is still a concern of mine that these railings and the large-spaced metal grill set into the ground could constitute a hazard. It is also the case that the pathway is for pedestrians and cyclists only, but that the broken railing, pulled back out of the way, gave access to a vehicle (I saw a car tyre mark in the mud when I first reported the issue). A chunk of concrete is visible on the bottom of one upright and metal housing set in the ground evident for other uprights. The railing creates a ‘box’ to secure the grill and narrow the path and needs to be reset please.
