Tree completely obliterating light from lamp post

This is a very heavily used foot/ cycle path from Peachcroft shopping centre, NE Abingdon Social club and local pub to the end of Hadland Road. It is used day and night and is currently pitch black at night as the light (post #24) has a tree growing around it - this is undoubtedly a public safety issue. There is a children’s play ground opposite and it is a major foot and cycle route to schools and buses. The tree appears to be growing on the land behind the fence with the flats at 1-15 Lindsay Drive - the ownership of their ‘common’ land is not known.
