Leaving missed on purpose

The housing association “Clarion Housing” is responsible for the trees on their private property and send Clarion contractors to clear leaves , as can be seen in the photo they have on purpose omitted to clear a large pile of leaves which local residents help move off the local drains so they would not become blocked during the heavy rains. The contractors did the clearing 20th November on Heron Court , I’ve contacted them and the customer care have informed me that “the team do what they can” , I could see they looked at them and ignored them on purpose and didn’t show they cared about this local community , possibly because the culture of the management at Clarion Housing Group Limited.
