Sent to Horsham District Council and West Sussex County Council less than a minute later. FixMyStreet ref: 5225598.

The occupant of 99 Clarence Road,Horsham owns an electric vehicle which is charged by a cable across the footpath.The cable has a cover about 3 or 4cm high causing a serious hazard to blind or visually sighted persons as well as any person with mobility problems.
