Permanently flooded drain cover/puddle

Sent to Chichester District Council and West Sussex County Council less than a minute later. FixMyStreet ref: 5209048.

This draincover has a permanent puddle over it (even when it's not raining). Every time a car hits it (100s of times a day) is throws water again my house up to 1st floor level. The painted render and painted windows are starting to bubble. I saw some workmen looking at it around 3 weeks ago, so I suspect it's already on someone's radar.
