Sent to Glasgow City Council less than a minute later. FixMyStreet ref: 5200097.

When is someone going to either a) liberate it from behind the safety barriers or b) provide a new bin at the library. It's the 11th Nov, first hard ground frost this morning, and residents are still awaiting.
