Massive flood on Goldstone Crescent outside number 121

We've reported the numerous floods outside our house to the Council on many occasions. No action is ever taken. The drain gets clogged up with leaves and as there is a dip water accumulates outside resulting in a flood. We've had to manage these ourselves four times already this autumn. The flooding is dangerously high, covering the pavements on each side and obstructing access to/from our house. The position of the drain in front of our driveway right next to a parking bay means council cleaning machinery (if they're ever used) cannot clear leaves because there is invariably a vehicle parked there. A good solution would be to lengthen the double yellow lines by a metre or so so the cleaning machines can get the leaves away and to enlarge the drain as it takes the brunt of all the water which flows from several directions. There is a similar sized drain opposite which also gets clogged up. It is simply inadequate. It is only a matter of time before cars crash into each other trying to get through the floods or a pedestrian is seriously hurt. If we were not able bodied we would not be able to clear the leaves from the public road and it is becoming more and more disruptive and difficult for us and other neighbours to do so. Please help.
