Bin collection bags left overnight

The street cleaning team frequently leave several refuse bags on the side of the side of the street overnight and sometimes for several days before they are collected.

Whilst being unslightly (why is the street cleaning team flytipping their own rubbish?) the bags are frequently opened by animals (foxes and birds) and the rubbish discarded over the road and verges creating a large quantity of litter.

This seems quite counter-productive. I would be grateful for the current bags and litter to be removed and for the street cleaning team to either deposit the bags for collection elsewhere or to retrieve them more promptly, certainly not leaving them out overnight.
