Smelly bins outside flats with maggots and flies

The home bins pictured in the attachment smell like something is rotting inside them. There are only 3 bins to the 5 flats (58 B-F Barugh Green Road) and they overflow every week. Clearly something isn't being emptied properly as maggots can sometimes be found on the floor nearby and an abundance of flies have been congregating around the bins.If the wind is blowing the right way there can be a very bad smell blowing up and down the street meaning you have to keep windows closed. The bins needed disposing of and 5 new bins put in their place.
